电力企业外包施工队伍管理问题研究与实践

摘 要:由于历史和体制原因,电力施工企业人员结构失衡、施工力量不足,企业承载能力较差,很大一部分工程通过分包形式由外包施工队伍实施;现场管理人员缺乏,工程管理、安全管理基础薄弱,达不到与外包施工队伍“同进同出”管理要求。同时,外包施工队伍在施工能力、组织管理、专业化水平等方面参差不齐,部分外包队伍存在挂靠资质、违规转包等现象,给电网建设带来较大的安全风险和质量隐患。如何加强外包施工队伍管理,全面落实安全质量责任,对于实现“两个服务”,确保企业安全稳定发展具有十分重要的意义。

Abstract:Content abstract: due to historical and institutional reasons, imbalance in the structure of electric power construction enterprise personnel, construction, enterprise poor bearing capacity, a large part of the project by subcontract form by outsourcing construction team;Lack of site management personnel, engineering management, security management foundation is weak, cannot achieve with outsourcing management requirements of the construction team \\"with into with out\\".At the same time, outsourcing construction team in aspects such as construction ability, organization and management, professional level is uneven, part of the outsourcing team affiliated qualifications, the phenomenon such as illegal subcontracting, brings to the power grid construction a greater risk of safety and quality hidden trouble.How to strengthen the management of outsourcing construction team, the full implementation of safety and quality responsibility, to realize the \\"two services\\", to ensure the safe and stable development of enterprises is of great significance.
