电力企业外包施工队伍管理问题研究与实践
摘 要：由于历史和体制原因,电力施工企业人员结构失衡、施工力量不足，企业承载能力较差，很大一部分工程通过分包形式由外包施工队伍实施；现场管理人员缺乏，工程管理、安全管理基础薄弱，达不到与外包施工队伍“同进同出”管理要求。同时，外包施工队伍在施工能力、组织管理、专业化水平等方面参差不齐，部分外包队伍存在挂靠资质、违规转包等现象，给电网建设带来较大的安全风险和质量隐患。如何加强外包施工队伍管理，全面落实安全质量责任，对于实现“两个服务”，确保企业安全稳定发展具有十分重要的意义。
