变电站工程招投标中围标问题的制度模型与治理
摘 要：招投标制度在我国已经推行了约有二十多年，在工程招投标过程中市场逐渐向规范化和制度化方向发展，但从当前情况来看，在工程招投标中仍然存在着诸多的不完善之处，如陪标或是围标行为，对招投标市场的公正性和公平性产生影响的同时，也给招标人带来了经济损失，对市场正常秩序造成扰乱。因此本文就对变电站工程招投标中围标问题进行分析，并提出相应的制度模型和治理措施，解决工程招投标中的围标问题，充分发挥招投标制度的作用。

Abstract：bidding system in our country has carried out some twenty years, in the process of project bidding market gradually to develop in the direction of standardization and institutionalization, but from the point of the current situation, in engineering bidding still exist many shortcomings, such as with standard or wai standard behavior, to affect the impartiality and fairness of the bidding market at the same time, also brought economic losses to the tenderer, caused disrupt the normal order of market. So this article is to analysis in transformer substation project bidding round the problems, and puts forward the corresponding system model and control measures, solve surrounded the problems in engineering bidding, give full play to the role of the bidding system.
